Resource Worlds are renewable copies of the Overworld, Nether, and End for mining and gathering. They reset periodically, so nothing built here is permanent — but nothing other players have done here gets in your way either.
The three worlds

Each warp drops you within 1000 blocks of (0, 0) in its dimension.

Getting there
Open /warps (or talk to the Warp Master at spawn) → Resource Worlds, then pick the dimension you want. See Warps for the full warps tour.
Because /sethome and /claim are off in every Resource World, the only safe storage on a long mining run is what you bring back yourself. See Claiming for why permanent bases belong in the Overworld.
