The Safari's wild spawns are organized by area, not one flat list — sixteen themed zones around a shared hub, each stocked with its own common/uncommon/rare/ultra-rare roster. The hub itself has no wild spawns at all — it's the safe area where Safari Jones' shop sits.
An earlier version of the Safari's spawn system had two extra pools beyond common/uncommon/rare/ultra-rare — a "cafe" pool and an "enhanced celestials" pool. Both were dropped when the sixteen-area map shipped. Only four tiers exist now, and there's no fifth pool live.
How rarity sets your odds
Every spawn is tagged with one of four rarity tiers, and that tag is exactly what a Safari Ball throw rolls against — see Safari Balls for the flat catch percentage per tier. Nothing else about the Pokémon (its own species catch rate, its HP, whether it's a regional form) changes the number once the tier is set.
A base species and its regional forms can sit at different rarities in different areas — plain Ninetales is Uncommon in Emberfall, while Alolan Ninetales is Ultra-rare in Frostpeak, for example.
